Ethnic Minorities and Long-Term Implications of EU Enlargement
Andre Liebich
European University Institute, Working Paper RSC No 98/49
December 1998
http://www.iue.it/RSC/WP-Texts/98_49t.html

The author first examines the historical foundations of East Central
Europe's specificity with regard to minorities. He then looks at the
mainsprings of current minority demands in the context of prevailing
legal and policy regimes. Finally, he considers the regional and
international implications of minority issues in the foreseeable
future.
