I believe the question asked by Kinga is of general interest and great
importance (sorry, Kinga, you will read the following second time :-). As
far as I know, a complete database doesn't exist so far (hopefully, I am
wrong ;-). However, there are some relevant sources in the Internet which
might be used to compile such a database. 

Most serious collection of relevant national laws can be found at the IOM
web site (http://www.iom.ch). It is with emphasis on migration/refugees/
naturalization related laws, however, for some countries also laws on
language as well as special laws on minority rights/cultural autonomy are
placed on this site. 

Several sites offer collections of national legal acts of various countries,
as well as search engines. In particular, US House of Representatives
Internet Law Library, chapter Law of Other Nations (http;//law.house.gov/52.
htm) and Internet Legal Resource Guide (http;//ilrg.com/nations/).    

Some others are devoted to constitutional law, like International
Constitutional Law project (http;//www.uni-wuerzburg.de/law/home.html) or
Constitution Finder of the University of Richmond (http;//www.urich.
edu/~jpjones/confinder).   

Some relevant information, as well as useful links, can be found on Wilfried
Derksen's pages, in particular, one on Parliaments Around the World (http;
//www.geocities.com/~derksen/parlemen/home.htm). 

Finally, some prompts to the location of relevant legislation can be found
on the Country Information page of the MINELRES web site (http://www.riga.
lv/minelres/ci.htm) - though information on rather limited number of
countries is placed there so far. 

A proposal to everybody: let's try to identify sources (both Internet and
paper ones) where relevant laws of particular countries can be found, not
only databases. As a moderator, I undertake to compile the list of such
sources and send it to all subscribers.
