Last Friday the problem of the former Taraclia region was solved at
last. At the plenary sitting 58 Communist parliamentarians and "For
Democratic and Flourishing Moldova" bloc representatives voted in the
first and in the second reading for amending the Law on the
Administrative-division of the RM and therefore granted an uyezd
status to the Taraclia region, where the majority of its inhabitants -
ethnic Bulgarians insisted on it. 
The parliamentarians of the Party of Democratic Forces, the Popular
Front and Partly of the Democratic Convention left the sitting in the
sign of protest and refused to participate in the voting in the
connection with violating the agenda procedure by having put this
issue on the agenda. In the  observers' opinion, it was only a
pretext, while the rightists had never kept in secret their negative
attitude to granting an uyezd  status to the Taraclia region. 

First Vice-Premier Nicolae Andronic defended the "amendments" and
stated that all the government had agreed unanimously upon these
amendments. He observed that two options for solving problems relating
to national minorities; Transnistrian and Gagauzian ones had been
tested in Moldova, a third is not given, in his opinion. Nicolae
Andronic had to overcome his political predilections and even to set
himself on a collision course with his closest companion-in-arms from
the Democratic Convention and the Party of Democratic forces Mircea
Snegur, who spoke out against granting an independent status to
Taraclia. The first Vice-Premier said that the resolution of the
Taraclia issue should become a basis for stability in the Southern
zone of out republic, where its economic potential and the control
over it will be preserved and used more efficiently on the part of the
Moldovan central administration. Besides, as Andronic considers, the
differences in the Moldovan-Bulgarian relation will be removed.

Alongside with it, the First Vice-Premier underlined, the Taraclia
inhabitants should not hope in granting any concessions and privileges
on the part of the central authorities. "From now on everything will
depend on them only", he noted. 

26 locations will be included into the Taraclia Uyezd. The local
elections will be carried on here, after the Central Electoral
Commission specifies their date. Thus, the Taraclia problem was solved
in a peaceful way after long parliamentary debates and hostilities
between various political forces, thank God. The analysts think that
we could have done without this problem at all, if the Moldovan
parliamentarians "had weighted the situation" during designing the law
and had taken into consideration that 70% of the Taraclia region
population came out for setting up an independent territorial unit
with Taraclia as its center.
