WAR AND HUMAN RIGHTS
 
The situation about the human rights defence in the conflict area in
the North Caucasus, Russia: in Chechnya, Dagestan, Ingushetia, North
Osetia and the adjoining territories.
 
Two of the Russia's non-government organizations (NGO) - the
Interregional Group Human Rights Network and the Human Rights
Defending Society "Memorial" in Ryazan started since 1 October 1999 a
new special project "War and Human Rights".
 
The main goal of the project is to stop the war in the North Caucasus
and to observe the human rights in the conflict region.
 
At this time the information about the human rights situation in the
war area is quite limited. The military authorities of Russia hinder
journalists and independent observers from collecting this
information. Besides the criminal element on the territory of
Chechnya, Ingushetia, Dagestan and Osetia is extremely active - the
collecting of information in the region becomes too dangerous.
 
Against this background the glaring facts of human rights violations
from both sides are being reported.

To inform the population in Russia and abroad we have opened a
Web-site "War and Human Rights": http://www.hro.org/war in the
Internet.
In this site the efficient and the analytical information in Russian
about the human rights violence in the conflict area of North Caucasus
will be refreshed twice a day.
 
This information will be sent out daily per E-mail in a digest form.
 
The necessity of the Internet information in English as well as of
sending it out became now also perfectly obvious. We are looking for
means to organize it. Now we are starting this work with the help of
volunteers.

you are also invited to subscribe to the E-mail digest
<[email protected]> and to inform all the mass-media, organizations and
persons interested in the reliable information about the war in the
North Caucasus.
