2. A Forum for Eastern Europe

The preparations for the enlargement of the European Union have made
significant progress and negotiations with some of the countries that
have applied for membership will begin next year. A number of
countries will not become members of the European Union in the
foreseeable future because of various reasons. For these countries and
above all for the people in these countries, the "Institute for
international assistance and solidarity" Brussels offers a forum to
avoid a situation where they might feel to be at the side corner of
Europe. With the foundation of IFIAS in Brussels we give
non-governmental organisations and regions in Romania, Bulgaria,
Serbia-Montenegro, Moldavia - to mention only some of these countries
- an opportunity to be present in Brussels not only through diplomatic
representations or parliamentary assemblies but also as members of a
civil society. We study the further political and economic development
with their eyes. We enable these regions, their small and medium sized
enterprises and non-governmental organisations, to get contacts in the
European Union and beyond, to link efforts, to transfer know-how and
to show to the public in Brussels and all interested people, what
strength and capacities there may lie in all these individuals and
groups, working tirelessly for a civil society worth this name. Such a
representation can help to establish a dialogue and further
cooperation  and opens better perspectives for a membership in the
European Union in the next century, because beyond the declarations of
leaders, it helps to change something at the grassroot level. IFIAS
Brussels has the determination to be politically independent. Our
experience has proved that the Western schemata of right and left have
nothing to do in the emerging Eastern democracies. We therefore will
talk with every serious political group, that stands for democracy,
opening to the West and pluralism. We also want to promote artists,
writers and other representatives of Eastern European culture. For the
civil society movement it means, that they are given the space they
need and deserve, in the process of approach between the European
Union and the Central and Eastern European countries. We want to
encourage their efforts to strengthen their civil societies in order
to become an equal partner for Europe.

the Web" in which she gives a general introduction into the Web,
specific references to Web sites for peace activists and a list of
mediation-related Web sites.
