First, I apologize to the new subscribers who had to wait for some days this
week to be subscribed. This was because of some technical problems which are
currently resolved. If you have any difficulties to access the MINELRES list
archive of the Web, just let me know, and I will forward to you recent back
postings via email.

Some people might be confused because of different URLs of the MINELRES
homepage mentioned in different references to it: 
http://www.riga.lv/minelres/index.html    or 
http://www.riga.lv/minelres/index.htm 

To avoid misleading anybody, from October 1, 1997 the both locations are
valid - fell free to use either extension (.html  or  .htm).

As I promised some weeks ago, the collection of the OSCE High Commissioner
on National Minorities' country recommendations, as well as answers of the
corresponding national authorities, is available on the MINELRES website now
. It can be accessed both via the OSCE page ("International Organizations" -
"OSCE" - "HCNM Country Recommendations"), or via "Country Information" page 
(still rather incomplete, sorry), or directly at  http://www.riga.
lv/minelres/osce/counrec.htm    

I will be grateful for any comments, particularly for prompts to the missing
relevant texts, if any.
