BUDDHIST ORGANIZATION REFUSED REGISTRATION

For over two years the Krasnodar Regional Justice Department has
dragged its feet in registering the "Karma Kagyu" Buddhist center.
Only in August did it finally give its written response refusing
registration on the basis of the law "On freedom of conscience and
religious organizations," as well as in accordance with the decision
of the board of experts on issues of religion.

The board of experts concluded:

1. The followers of  Ole  Nidal teaching don't belong to any of the
known classic Buddhist schools. This organization is simply an
off-shoot of the New Age movement which emerged in Russia in the early
'90s and has nothing to do with actual religion.

2. It recommends against registration as a local branch of the
"Buddhist Center of the Diamond Path" of the Karma Kagyu School
because its existence in Russia hasn't reached the required 15-year
term.

3. The board recommended that the group's organizers should announce
the start of their religious group activity so that their actual
teaching and work in the region could be closely studied in accordance
with the law by which religious communities can exist without
registration.

4. The board of "experts" used books by Ole Nidal as well as brochures
of the World Buddhist Institute, etc.  But when representatives of the
Buddhist organization asked the board of experts if they had read this
literature, they answered in the negative, saying it was "too hard to
grasp."
