AC FCNM visits Croatia


The Advisory Committee on the Framework Convention for the Protection
of National Minorities visits Croatia

STRASBOURG, 23.10.2000 - A delegation of the Advisory Committee on the
Council of Europe's Framework Convention for the Protection of
National Minorities is visiting Zagreb this week (23 - 26 October
2000) in the context of the monitoring of the implementation of this
convention in Croatia. The visit is the seventh country-visit
conducted by the Advisory Committee since its establishment in 1998.
The Committee is composed of 18 independent experts elected by the
Committee of Ministers of the Council of Europe.

Croatia submitted its first state report under the Framework
Convention in March 1999, and the delegation of the Advisory Committee
will be in Croatia in order to seek further information. The
delegation will meet representatives of the Government and other
relevant sources, including members of Parliament, representatives of
communities and NGOs as well as other experts. On the basis of this
and other information, the Advisory Committee will subsequently adopt
an opinion on how Croatia has implemented the various articles of this
new human rights convention of the Council of Europe.

The delegation visiting Croatia includes the following members of the
Advisory Committee: Rainer HOFMANN - President of the Advisory
Committee (Germany), Alan PHILLIPS - First Vice-President of the
Advisory Committee (United Kingdom), Joseph MARKO (Austria) and
Vsevolod MITSIK (Ukraine). In addition to the report by Croatia, the
Advisory Committee has received state reports for analysis and opinion
from the following countries: Czech Republic, Cyprus, Denmark,
Estonia, Finland, Germany, Hungary, Italy, Liechtenstein, Malta,
Moldova, Romania, Russian Federation, San Marino, Slovakia, Ukraine
and the United Kingdom. State reports are made public and they are

The Advisory Committee adopted on 22 September 2000 its first-ever
country-specific opinions on the implementation of this convention in
State Parties. These opinions relate to the following four countries:
Denmark, Finland, Hungary and Slovakia. The opinions are submitted to
the Committee of Ministers, which is to adopt conclusions and
recommendations in respect of these States. The opinions of the
Advisory Committee shall be made public at the same time as the
conclusions and recommendations of the Committee of Ministers, unless
in a specific case the Committee of Ministers decides otherwise.
