NATMINET: UDMR proposes amendments to Romanian Constitution

The democratic Union of the Hungarians in Romania doubts whether
Romania is a national state

October 16, 2000

The Democratic Union of the Hungarians in Romania (UDMR) is firm in
its belief that Romania is not a national state, declared Senator
Gyorgy Frunda, the Union's candidate for presidency in a press
conference. The Senator also pointed out that Article 1 of the
Constitution, declaring that Romania is a national state, should be
modified.

Frunda said that there are several national minorities that live in
Romania and from this perspective, the above-mentioned statement in
Article 1 of the Constitution of Romania "is not in accordance with
truth". "The principle of partition of sovereignty contradicts Article
1 of the Constitution. If we want to become members of the European
Union, we must apply this principle", explained Gyorgy Frunda.

According to the UDMR candidate for presidency in the coming
elections, the Constitution should also be modified in certain places,
such as granting the right to property, delimiting the attributions of
the two legislative chambers, regulating the emergency ordinances and
eliminating the interdiction concerning amendments to the
Constitution.

UDMR President Bela Marko stated that the fundamental law of Romania
has a series of "shortcomings", such as the bicameral legislative
system, and added that the modifications in the Constitution are done
as a result of political consensus.
