Dear all, 

I am sorry to announce one more week-long break in the MINELRES
functioning. The moderator will be away at the training seminar on the
Framework Convention in Strasbourg (it seems useful to receive
occasionally information relevant to the minority issues not only via
Internet :-). Please, feel free to continue your submissions. I am not
sure I will have access to Internet in Strasbourg, my apologies to all
those to whose letters I will not respond within the coming week. You
will receive the next MINELRES postings not later than on Saturday,
October 31.
