New publication: Making Power-sharing Work: Lessons from
successes and failures in ethnic conflict regulation


Dear list-members,
 
I may use (or misuse) our mailing list for "advertising" a new working
paper because I assume it could be of interest for some of you.

The paper is called "Making Power-sharing Work: Lessons from successes
and failures in ethnic conflict regulation" (29 pages). It appeared as
no. 19/2000 at the Institut for Intercultural and International
Studies (InIIS) and is available as a download-version at the
following webpage:

Based on a comparative analysis of six cases (Belgium, South Tyrol,
Northern Ireland 1973, Cyprus 1960, Bosnia 1995, Northern Ireland
1998), the paper aims (a) to identify favourable conditions for
power-sharing regimes and (b) to evaluate different options of
institutional designs.

Comments are welcome.

The paper is part of a larger research project on models of ethnic
conflict regulation which has been finalized in 2000 and will be
published in 2001 (in German).
