Call for help in identifying Russian language Fact-Finding
reports
 

Dear Colleagues,
 
currently I organise the attempts to publish an abbridged Russian
language version of the following English language book:
Hanne-Margret Birckenbach: Preventive Diplomacy through Fact-Finding.
How
international organisations review the conflict over citizenship in
Estonia and Latvia (Hamburg: Lit Verlag, 1997, ISBN 3-8258-2864-6).
 
On this background I am in search for possibly already existing official
or inofficial translations from English to Russian language of certain
fact-finding reports. I may kindly ask all subscribers to MINELRES-L to
let me know in case they are aware of  the one or the other of the
reports listed below to exist also in a Russian language version and
maybe to give me as well a hint how to get hold of a copy of the
respective Russian text.

Here now the list of those eight fact-finding reports a Russian language
version (official or inofficial translation) is searched for:
 
(1) Asbjorn Eide (at the request of the European Bank for Reconstruction
and Development - EBRD): Human Rights Aspects of the Citizenship Issues
in Estonia and Latvia. Progress Report based on available material and
visit 3-7 February 1992 (dated 11 March 1992).
 
(2) Ibrahima Fall (at the request of the United Nations
Secretary-General): Allegations of Discriminatory Practices against
Minorities in Estonia. Report on a fact-finding mission to Estonia from
7-11 February and to the Russian Federation on 12 February 1993  (dated
31 March 1993).
 
(3) Ibrahima Fall (asked by the United Nations Seceretary-General):
Summary of the Report on a Fact-Finding Mission to Latvia  (November
1992).
 
(4) Rudolf Binding (Rapporteur Parliamentary Assembly of the Council of
Europe, Committee on Legal Affairs and Human Rights): Honouring of
Obligations and Commitments by Member States of the Council of Europe -
Estonia. Memorandum (dated 8 September 1995).
 
(5) Jan De Meyer and Christos Rozakis (asked by the Parliamentary
Assembly of the Council of Europe, Ad Hoc Committee on Relations with
Eastern Europe): Report on Human Rights in the Republic of Latvia (dated
20 January 1992).
 
(6) Bill Bowring (on behalf of the Federation Internationale des Droits
de l'Homme): Report of a Mission to the Republic of Latvia (dated 19
July 1993).
 
(7) Max van der Stoel (The CSCE High Commissioner on National
Minorities): Letter to Mr. Siim Kallas, Minister for Foreign Affairs of
the Republic of Estonia (dated 11 December 1995).
 
(8) Max van der Stoel (The CSCE High Commissioner on National
