I am a law student at American University who is currently taking
Criminal Procedures.  I would like to write a paper on ethnic
profiling or ethnicity as an element of probable cause in the former
Soviet Union.  Given that information is limited, my professor told me
that I should contact a few organizations directly and see whether I
can gather enough material to make the project feasible.  I would
appreciate it if you could direct me toward any sources or have any
suggestions.
