A government commission has studied the report of Kyzilyurt city
administration on measures to prevent the mass departure of Russians
from the city. Among the main causes of their flight are a low
standard of living, unemployment, and the risk to personal safety.
Over the last six years about 800 Russian families have left
Kyzilyurt. There is not a single Russian in the city administration,
in tax and transport police departments, among school principals or on
any other key posts.

The policy of squeezing Russians out of high places began ten years
ago. As a result the percentage of Russians living in the republic has
dropped from 26% to 5%. This mass flight has had a devastating impact
on the republic's economy. Nonetheless, little is being done to
reverse the trend. Out of 43,000 Dagestani youth that became students
this year, only 220 were Russians.
