Information for the NGOs

As a part of the preparation process for the World Conference against
Racism which will be held in the Republic of South Africa from 31
August to 7 September 2001, and on the request of the UN Office of the
High Commissioner for Human Rights, the Helsinki Foundation for Human
Rights will organize a meeting for NGOs representatives from Eastern
and Central Europe.

The NGOs meeting will be held from 15 to 18 November 2000, in a
Conference Center located 15 kilometers from the center of Warsaw.

The role of this meeting is to discuss the roots and sources of
discrimination, the forms it takes and ways it can be combated by
public authorities (legislative, executive and judiciary) as well as
other bodies of public life (such as media or NGOs). Recommendations
will be prepared for: 

(a) the NGO Forum which will take place in South Africa overlapping
with the World Conference, from 28 August to 1 September 2001; and
(b) the World Conference itself, which will be a diplomatic conference
of government, inter-governmental and non-governmental organizations. 

The participants of the meeting will also discuss possible ways for
NGOs to combating discrimination.

Please find enclosed the program of the meeting.

Approximately 100 representatives from different NGOs will be invited
to participate from the following countries: Armenia Albania,
Azerbaijan, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, Czech
Republic, Estonia, Georgia, Hungary, Latvia, Lithuania, Kazakhstan,
Kyrgyzstan, Macedonia, Moldavia, Poland, Russian Federation, Romania,
Slovakia, Slovenia, Tajikistan, Ukraine, Uzbekistan and Yugoslavia.

The working languages of the meeting will be English and Russian.
Ability to communicate well in one of the above languages is required.

The selection of participants will be made on the basis of
applications (form enclosed) which must be sent to HFHR by email or
fax. The deadline for receiving applications is 18 October 2000.

A regional Steering Committee has been mandated to select the NGOs to
invite on the basis of the following ground rules: (1) at least two
NGOs per country; (2) all major issues in the area of racism, race
discrimination, xenophobia and related phenomena should be covered by
matching them to the NGO profiles; (3) the conference will to achieve
gender balance; (4) there can be more than one person per NGO; (5) the
SC will take collective responsibility for the selection results. 

Final decisions will be announced on or around 30 October 2000

The organizers will cover economy travel expenses (whether by bus,
train or plane), accommodation  (in double rooms) and board during the
meeting. The organizers will either send participants prepaid tickets
or ask the participants to purchase their tickets and be refunded once
they reach Warsaw. 

Steering Committee of the NGO meeting took into consideration the
possibility of the participation of other representatives of
international organizations and NGOs from Western Europe and has
reserved space for up to 30 of such individuals. These representatives
will, however, have to pay for their travel, room and board. The costs
of accommodation in the conference centre, in a double room, including
meals (breakfast, lunch and dinner, coffee breaks is US$ 90 per day
per person. Interested persons are requested to fill in point 20 of
the application form.
