Background
Local government and public administration in Central and Eastern
Europe (CEE) have been transformed since the collapse of communism. In
most general terms, this transition has been shaped by the abandonment
of the absolute subordination of local governments to the central
party-state apparatus. This has been followed by attempts to affirm
the division of powers as the new principle of relationships between
central and local governments. Upon closer examination of particular
problem areas, however one can observe many difficulties in this
process.
 
The purpose of this training workshop is to analyze the role of local
governments in respect to one of the most sensitive questions that
confronts post-communist polities: inter-ethnic relations in
heterogeneous communities. Many local authorities now have the
devolved responsibility of implementing policies to conform to
international minority rights standards. Yet these authorities are
often hindered in their capacity to respond to local needs due to
tight controls by the central government.
 
On the basis of opinion expressed by its partners, LGI understood the
urgent need to increase the capacity of local governments and public
officials to address problems related to the governance of multiethnic
communities. Therefore, in November 1998 LGI initiated the production
of a curriculum for schools of public administration in the region to
provide young public officials with a solid knowledge of legal and
political framework of minority issues in the region and to arm them
with democratic and efficient means of policy-making and innovative
thinking in the field. As a first step, a Textbook has been written by
a multinational team of authors. The Textbook will be published in
December 2000.
 
The Workshop will seek to promote the Textbook and to introduce new
teaching materials for schools of public administration and faculties
of public policy. Therefore the Workshop will primarily address
faculties of public administration in the region that may adopt the
LGI curriculum in their schools. It is envisaged that the Workshop and
the LGI curriculum can then be used to build specific courses on the
governance of multiethnic local communities and be applied in other
related courses, respectively.
 
Workshop description
The training workshop will provide basic information on both the 
theory and practice of management of multi-ethnic communities and
local policy formulation in these communities. Relevant domains of
local public policy, such as conflict resolution and prevention,
participation and representation of minorities in local governance,
preservation of culture and identity, education for minorities, and 
socio-economic integration of minorities will be discussed.
 
Due to the lack of comprehensive and comparative literature in this
field, the workshop is intended  as an initial step to generate a
comparative study of the local management of multi-ethnic communities
and to stimulate attempts to establish theories and models that
identify common characteristics of inter-community management at the
local level in the countries in question.

The theoretical and policy analysis presented during the lectures and
seminars will be complemented with concrete case studies of innovative
policy-making based on LGI resources. These good practices can become
a source of information for strategies to address persistent problems
and sources for developing case study teaching methods.
 
The major topics incorporate the following subject areas:
 
1) Ethnicity and Government
2) Minority Rights and Government
3) Decentralization and Public Administration Reform in Multiethnic
States
4) Existing Practice: learning and teaching with case studies
 
All classes will use the forthcoming Textbook on Governing Multiethnic
Communities as a reader to the course.

Teaching methods 
The course will be divided into lectures, seminars and case study
classes. Lectures will provide theoretical introduction to governance
of multiethnic communities in CEE. Seminars will provide opportunity
to discuss and compare experiences and lessons of policy processes in
various countries of CEE. Case study classes will provide participants
with a methodological introduction to the use of case studies in
classes.
 
Language
The working language of the workshop is English.
 
Costs
The workshop is free of charge. LGI will cover all expenses related to
the workshop, including course materials, hotel accommodation, and
transportation to and from Budapest.
 
Target Group
The workshop is specifically designed for faculties of public
administration and  public policy  and trainers from the region. As
the number of places are limited, a  preference will be given to
applicants with an appropriate institutional affiliation - a school of
public administration or a training organization.
 
Application procedure:
 
The applicants have to submit the following documents before October
30, 2000:
 
* Cover page (Full name, gender, contact address, residency)
* Letter of intent ( max. 600 words)
* Professional CV
* A statement of level of proficiency in English (written and oral
skills)
* Two professional references with contact information
