INFORMATION FOR THE PRESS #1

The Office of the High Commissioner on National Minorities and the
Office for Democratic Institutions and Human Rights would like to
communicate the following information to interested media
representatives:
 
INTERNATIONAL CONFERENCE
"GOVERNANCE AND PARTICIPATION: INTEGRATING DIVERSITY"
18-20 October 1998
Locarno, Switzerland
 
The international Conference on the subject "Governance and
Participation: Integrating Diversity" will be hosted by the Government
of Switzerland in Locarno. The Conference will be opened by H.E. Mr
Flavio Cotti, President of the Swiss Confederation.

The Conference is being co-organized, and will be co-chaired, by H.E.
Mr. Max van der Stoel, OSCE High Commissioner on National Minorities,
and H.E. Amb. Gerard Stoudman, Director of the Office for Democratic
Institutions and Human Rights.
 
High-ranking representatives from all OSCE Participating States are
being invited to participate, together with representatives of various
international organizations including the Council of Europe, the
European Commission, OECD, EBRD, the World Bank, the United Nations
and its relevant agencies.
 
The provisional Agenda, indicating inter alia the key-note speakers on
the different subjects, is herewith attached.
 
The opening session on 18 October 1998 will be open to the press. 
Shortly after the closing session of the Conference, H.E. Mr. Max van
der Stoel and H.E. Amb. Stoudman will give a Press Conference.  A
press desk will function throughout the Conference, starting from
10.00 h on 18 October 1998.
 
Additional information will be distributed by 8 October 1998.
