1. INTRODUCTION
The Forum for Philosophy and Public Policy at Queen's University is
organizing a multi-year research project on citizenship, democracy and
minority rights in multiethnic states, under the direction of Prof.
Will Kymlicka. As part of this project the Forum distributes a
quarterly newsletter updating recent developments in the field, of
which this is the eighteenth issue. We hope that it will be of
interest to anyone working in the field, whether in academia, public
service, or various non-governmental organizations.

2. UPCOMING CONFERENCES
The Academy of European Law Trier is hosting a conference on "Lesser
Used Languages and the Law", organized by Luc Doeve and Ide Ni
Riagain, Trier, Germany on September 7-8, 2000. The aim of this
conference is to review the main international legal instruments that
have been prepared to help accommodate linguistic and cultural
diversity, to look at case studies of language legislation in
operation, and to consider new measures to ensure linguistic rights in

A conference on "Integrating Immigrants and Minorities", organized by
the Council of Europe, will take place in Namur, Belgium, September
7-9, 2000. The conference will bring together policy-makers and
activists from 41 European countries to highlight new challenges in
integrating immigrants and minorities. The conference will launch two
reports recently adopted by the European Committee on Migration.
These reports are "Diversity and Cohesion: New Challenges for the
Integration of Immigration and Minorities" and "Framework for
Integration Policies". The conference will include presentations and

An international conference on "Majority-Minority-Liberty" will be
held in Brussels, September 11, 2000. The conference will focus on

The Quebec provincial government is organizing a major "Forum national
sur la citoyennet� et l'int�gration", hosted by the Minist�re des
Relations avec les Citoyens et de l'Immigration, will be held in
Quebec City, September 21-22, 2000. The forum will focus on Qu�becois
citizenship and integration. The conclusions reached in the forum
will help develop guidelines for policy on citizenship and

The Fifth International Metropolis Conference on immigration and
integration will be held in Vancouver, November 13-17, 2000. For

There will be a conference on "Race, Ethnicity, and Migration: The
United States in a Global Context", Minnesota, November 16-18, 2000.
The conference is organized by the Immigration and Ethnic History
Society (IEHS) and the Seminar on Race, Ethnicity, and Migration (REM)
at the University of Minnesota, and will bring together scholars who
work on the United States and other parts of the world for comparative
and interdisciplinary discussion on race, ethnicity, and migration.

The European Centre for Minority Issues has a new electronic journal,
the ECMI Journal on Ethnopolitics and Minority Issues in Europe
(JEMIE) (general editors: Marc Weller and Fran�ois Grin). The journal
seeks to make available innovative scholarship, case studies, reports
and materials concerning majority-minority relations in Europe. The
journal emphasizes research on ethnopolitical tensions and new
approaches to the management of conflict that may result. The editors
welcome contributions, which will be refereed by an editorial panel
drawn from the ECMI academic staff and the international ECMI advisory

There will be a new international book series on "Nations, States and
Identities in Post-Soviet Eurasia and Eastern Europe", edited by David

socioeconomic, ethnic, and cultural issues in the Post-Soviet Eurasia
and Eastern Europe. The editors are seeking work that contributes to
the theoretical literature relevant to the theme of the series, which

We announced in the 17th issue of the newsletter the conference on
"Evaluating Policy Measures for Minority Languages in Europe",
organized by ECMI, which took place in Flensburg, June 22-25, 2000.
The conference resulted in the adoption of the Flensburg
Recommendations on the Implementation of Policy Measures for Regional
or Minority Languages, which are posted on the ECMI website. To

The Legal Scholarship Network has launched a new Journal of Abstracts
on Immigration, Refugee, and Citizenship Law and Policy, edited by

6. RELATED RESEARCH PROGRAMS
The Ethnic, Immigration, and Pluralism Studies program at the
University of Toronto promotes interdisciplinary research on ethnic
diversity and interethnic group relations in Canadian society in a
comparative context and offers a collaborative program that allows
students to work towards an interdisciplinary specialization at the
Master's as well as Doctoral level. Participating departments and
faculties include Anthropology, Geography, History, Industrial
Relations, Political Science, Sociology, and others. For more
