Slovakia signs Transfrontier Co-operation Convention
 
STRASBOURG, 07.09.98 - Slovakia today signed the European Outline
Convention on Transfrontier Co-operation between Territorial
Communities or Authorities. Ambassador Viera STRAZNICKA, Permanent
Representative of Slovakia to the COUNCIL OF EUROPE, signed this text
in the presence of Daniel TARSCHYS, Secretary General of the
Organisation.
 
The European outline Convention on Transfrontier Co-operation between
Territorial Communities or Authorities is intended to encourage and
facilitate the conclusion of cross-border agreements between local and
regional authorities within the scope of their respective powers. Such
agreements will be able to cover regional, urban and rural
development, environment protection, the improvement of public
services, mutual assistance in emergencies and could lead to the
setting-up of transfrontier associations or consortia of local
authorities.
 
To allow for the variations in the legal and constitutional systems in
the Council's member states, the Convention sets out a whole range of
bilateral or multilateral inter-state agreements to enable both local
and regional authorities, as well as states, to place transfrontier
co-operation in the context best suited to their needs.
 
States will seek ways of eliminating any obstacles to transfrontier
co-operation and grant authorities engaging in international
co-operation the facilities they would have enjoyed in a purely
national context.
 
This Convention is already in force in Austria, Belgium, Denmark,
Finland, France, Germany, Hungary, Ireland, Italy, Liechtenstein,
Lithuania, Luxembourg, the Netherlands, Norway, Poland, Portugal,
Spain, Sweden, Switzerland and Ukraine. It has also been signed by
Bulgaria, the Czech Republic, Latvia, Moldova, Romania, Slovenia and
Turkey.
 
 
A political organisation set up in 1949, the Council of Europe
promotes democracy and human rights continent-wide. It also develops
common responses to social, cultural and legal challenges in its 40
member states.
