We have received an interesting article by American lawyer Barnabas
Johnson who in 1995 was providing legal consulting while working on
the project of a new Constitution of Kazakhstan. In his article Mr.
Johnson for the first time raises an issue of responsibility of US
government for the situation in Kazakhstan after dissolution of
Parliament, liquidation of Constitutional Court and adoption of a new
Constitution. He believes that West in general and United States in
particular have sanctioned a process of liquidation of the
constitutional democratic form of government and creation by President
Nazarbaev of authoritarian regime.
