region of Ukraine

The European Centre for Minority Issues (ECMI) in Flensburg and the
Danish Cultural Institute (DCI) in Copenhagen are pleased to inform
you that a one-day conference "FOCUS ON TRANSCARPATHIA" on the current
conditions for minorities in Transcarpathia will take place in
Copenhagen on Saturday, 9 October 1999 (Niels Brock Business School,
Kultorvet 2, Copenhagen K).

During this conference, minority representatives from Transcarpathia
as well as government officials from Ukraine will be given an
opportunity to publicly present their concerns and suggest ways to
improve conditions for national minorities in Transcarpathia.

The conference will be composed of two panels:
I. Preserving Minority Identities: Language and Education in
Transcarpathia;
II. Transcarpathia and Regionalisation.

It will conclude with a follow-up to the Recommendations of the ECMI
Conference "Inter-Ethnic Relations in Transcarpathian Ukraine." The
languages of the Conference will be Russian and English. This
conference was made possible by funding from the Hermod Lannung
Foundation, as well as by ECMI and DCI.

This Conference is organised in the framework of a Study Visit to
Denmark and Germany for Representatives of Minority Organisations and
Authorities from the Multi-Ethnic Transcarpathian Region of Ukraine
will take place from 4 to 11 October 1999. This Study Visit is a
follow-up activity to the ECMI International Conference "Inter-Ethnic
Relations in Transcarpathian Ukraine" (Uzhhorod, Ukraine, 4-7
September 1998) and is funded by the Demokratifonden (Danish Ministry
of Foreign Affairs) as well as by ECMI and DCI.

There will be around 20 participants in the study visit representing
the main minority and cultural organisations in Transcarpathian
Ukraine as well as national Ukrainian authorities including the Deputy
Head of the Ukrainian State Committee for Nationalities and Migration
and a representative from the President's Office in Kyiv.

One of the objectives of the study visit is to give the participants a
general idea of the democratic structure of German and Danish society
as well as an introduction to Danish and German minority policies as
an example of a successful model for the resolution of national
minority conflicts. The visits, lectures and other activities planned
in the Danish-German border region will focus on minority language and
education policies and the concrete solutions developed for minorities
on both sides of the border.

There will also be an ECMI Lecture on  "International Standards for
Minority Education Policy" (Wednesday, 6 October 1999, 3-5 p.m.,
Duborg Skolen, Flensburg) by Dr. Tove SKUTNABB-KANGAS (Roskilde
University).
