Journal on Minority and Group Rights - Special Issue on Minority
Education 

A special issue of the Internatonal Journal on Minority and Group Rights 
(Vol.4 No.2 1996/1997) on the Education rights of national minorities is
published. The issue is edited by the Foundation on Inter-Ethnic Relations 
(FIER). 

>From the FIER announcement: 

"In supporting the work of the High Commissioner on National Minorities of
the OSCE, the Foundation published The Hague Recommendations Regarding the
Education Rights of National Minorities in 1996. A seminar was held in
November 1996 in Vienna to promote The Hague Recommendations. The seminar
provided a forum to discuss means of implementation with representatives of
governments and minorities from the countries in which the High Commissioner
is involved. 

In addition to the Hague Recommendations and the proceedings of the Vienna
seminar, the Special Issue contains three articles that elaborate on the
education rights of national minorities. It is the hope of the Foundation
that this Special Issue will stimulate debate about implementation of the
education rights of national minorities. In so doing it is intended to
contribute to a clearer understanding of the needs of minorities and the
obligations of authorities, taking into consideration their capacities, to
address the educational challenges posed by multi-ethnic societies".
