STRANGE CHOICE OF UNO

On August 18, the UN Resident Coordinator in Azerbaijan Erjan Murat
signed an agreement between UN and the Ministry of Justice of
Azerbaijan. UN will fund the joint project ($400 thousands) on the
capacity building for the protection of human rights. The government
will be supported in the implementation of the National Program on
Human Rights, preparation of legal basis for the National Institute of
Human Rights as well as distribution of human rights information.
Study courses, libraries, publications are included in the project.

This event provoked some negative responses from the local human
rights activists. Main allegation is that the Ministry of Justice is
one of the state institutions permanently violating the human rights.
It is known that MJ five times refused to register the Committee for
Human Rights and Democracy. The Democratic Party cannot get registered
despite of two positive resolutions of Supreme Court. In January 1998,
one hundred fourty media were deprived their registration without any
warning because of new licensing instruction. Also, the post-trial
prisons are also in the responsibility of the Ministry. Rancourous
journalists remind today some reactionary sentences of the Minister of
Justice, Ms. Sudaba Hasanova, like "the democracy must be strangled in
the cradle."

So, the choice of UN is a little bit strange.
