Dear all,
 
The Russian Federation did, indeed, include a declaration upon
ratifying the Framework Convention for the Protection of National
Minorities. The declaration does not, however, contain a list of
national minorities, but rather stipulates that  the Russian
Federation considers that it is not permissible to include
unilaterally in reservations or declarations, when signing or
ratifying the Framework Convention for the Protection of National
Minorities, a definition of the term "national minority".  We do not
have an official translation of the declaration yet, and in order not
to have several versions in circulation, I do not want to send my own
translation of the Russian original.  The official version should be
available soon.
