Dear Boris,
 
Just a quick question regarding the press release on Russia ratifying
the European Framework Convention. Do you know if Russia ratified the
treaty with any particular specifications, e.g. who is defined as a
minority?
 
As you know, Estonia also has ratified the convention, but has defined
minorities as citizens only.

reservations or declarations when ratifying the Convention. The
corresponding web page of the Council of Europe
(http://www.coe.fr/tablconv/157t.htm) hasn't yet been updated. 
The question is of great interest, indeed. Maybe Felix, or our
colleagues from the Council of Europe, or somebody of the MINELRES
subscribers from Russia is aware of the matter? Could you please share
this information with us.
