New publications


Dear list members, 

I'd like to share info about some valuable new publications made
available for the MINELRES database by the authors. 


Jonathan Cohen. Conflict Prevention Instruments in the Organization
for Security and Co-operation in Europe: An Assessment of Capacities.
Clingendael: Netherlands Institute of International Relations, October
1998. 96 p. 

Besides other rich experience in the field of ethnic conflict
management, the author worked for several years with the Foundation
for Inter-Ethnic Relations, an NGO affiliated with the OSCE High
Commissioner, and thus has a deep inside knowledge of the issue. In my
view, the paper represents a brilliant combination of academic and
practical approach (on the personal note: it is always a pleasure to
work with Jonathan!). Frankly, I don't know how the publication can be
obtained - Jonathan, could you please comment on this for interested
MINELRES subscribers? 


Kinga Gal. Bilateral Agreements in Central and Eastern Europe: A New
Inter-State Framework for Minority Protection? Flensburg: European
Centre for Minority Issues, May 1999. 22 p.

This very informative and interesting paper is a reworked version of
the conference room paper presented by Ms Gal at the Fourth Session of
the UN Working Group on Minorities (Geneva, 25-29 May 1998). The text
is available in .PDF format at the ECMI web site (at

Working Papers).
