The EU Accession Monitoring Program, together with the Equal
Opportunities for Women and Men in the European Accession Programme,
is seeking articles and opinion pieces on Equal Opportunities in the
EU accession process. We welcome papers on the general topic of how
the EU Accession process - and in particular the inclusion of Equal
Opportunities standards among the subjects of monitoring by the
European Commission - has affected and will affect democratisation and
the development of equal rights for women and men in the candidate
states. Quality papers will be featured on the websites of the
Programs (http://www.eumap.org and http://www.eonet.ro), with the
intention of framing and encouraging debate on this important issue.
Papers should be 1,500-2,000 words. Accepted authors will receive an
honorarium of USD 150.

Papers are invited to be submitted by September 1, 2001 on the
following themes:
 
� Eastern and Western Europe have experienced different histories and
struggles for equal rights. Can a single set of EU standards work for
the entire continent?
� To what extent can negotiations in the accession process influence
the advancement of standards related to gender equality and equal
opportunities for women and men in the candidate countries?
� What impact will the implementation of equal opportunities in the
candidate countries have on democratisation as a whole?
� What risk is there that the development of standards related to
gender equality and equal opportunities is not a genuine expression of
committed political will towards the advancement of women, but simply
political lip service with a view to EU accession?
 
Accepted authors will be notified within two weeks of the September 1
deadline, with a view to publishing articles on the websites from 1
October 2001.

The Equal Opportunities For Women and Men in the European Accession
Programme, a joint programme of the Open Society Foundation-Romania
and the Network Women's Programme of the Open Society Institute, seeks
to enhance, encourage and complement the European Union accession
process by providing new incentives on promoting gender equality
within Central and Eastern European candidate countries. Although
gender equality has been achieved in the "books" of all EU candidate
countries, women have not yet practically benefited from this equality
since institutional mechanisms for implementation are missing.
 
The EU Accession Monitoring Program at OSI Budapest is monitoring
political aspects of the EU accession process to establish the extent
to which the EU Accession process - and particularly the inclusion of
the political criteria among the subjects of monitoring by the
European Commission - has affected and will affect democratisation and
the development of human rights and the rule of law in the candidate
states and in the EU generally.
 
REMINDER:
 
Call for Papers on the below themes is still open until 30 July 2001:
 
* Principles of an independent judiciary: is there a need for common
European standards?
* Assessment of the role of judges' associations in the development of
an independent judiciary.
* Judicial reform: is the Commission focus on efficiency as the
primary issue in strengthening the judiciary appropriate?
* Analysis of Commission recommendations in any or a number of
countries regarding the judiciary and whether government policy
reflects those recommendations.
