Moldovan law on national minorities


My comment is that unfortunately the Parliament adopted the "old" law
on national minorities - the law that is a typical soviet law, a
declarative and noninstrumental, a law that in its substantive
approaches is at least a decade behind the minority rights
developments, but also with no procedural minority rights
(participation, etc). The law lacks so much that, sincerely, if asked,
I would prefer to abstain from voting since this law blocks the place
for a well thought and instrumental Law on National Minorities that
Moldova deserves. The Parliament was so quick (just a month or two)
that it left no opportunity for the human rights community to
contribute with at least some positive an constructive improvements.
Well, finally, it is once again confirmed the old Russian saying
paraphrased in a well known song "think twice".
 
So, Moldova got the tick it is done, but in the reality it brings
Moldova exectly where it has been almost a decade ago.
