Dear Andre Liebich,
Due to your question on naturalization, OSCE Mission to Latvia is operating
with the following figures:
According to the Naturalization Board, there are approximately 125,000 non-
citizens eligible for naturalization from 1995 to 1997. The figures are
divided into the following categories:
-33,327 non-citizens belong to last year's window group of 16 to 20 years
olds born in Latvia
-31,252 non-citizens belong to the new window group of 21 to 25 year olds
born in Latvia
-Approximately 60,000 (minimum) non-citizens belong to extraordinary
naturalization (inhabitants with special ties to Latvia)
The latter figure (extraordinary naturalization), however, is an estimation
worked out by the Naturalization Board. The exact figure for those non-
citizens eligible for extraordinary naturalization is difficult or even
impossible to get hold of due to underdeveloped databases.
Further, for the next year window group (non-citizens of 25 and 30 years old
born in Latvia), the NB has estimated 28,000 eligible individuals.
Furthermore, per 10 July 1997 there is granted citizenship to 5494
candidates. Following, out of approximately 125,000 non-citizens eligible
for naturalization, about 4,5%. have been naturalized.
Finally, per January 1997, according to the Naturalization Board, there are
28 % non-citizens in Latvia.
