The change in Europe 1989/90 has triggered new dynamics favourable for
the development of a European system of minority protection.
Nevertheless, the numerical dimension of ethnicity in Europe has so
far been quite an unknown quantity.

The new publication "Die Volksgruppen in Europa" (Ethnic Groups in
Europe) is now closing that gap with a clear representation of the
empirical background of the nationalities question in Europe. First of
all, the handbook answers essential questions, like 
- which ethnic groups are living in the different European states, 
- how many persons belong to them and 
- where do they live?

It furthermore contains tables dealing e.g. with the 87 European
peoples in numerical, linguistic and political categories or with the
national languages, the "stateless" languages and the majority and
minority languages in Europe.

Moreover, the book deals with the requirements of modern minority
protection within the framework of human rights, democracy and the
rule of law - especially with the instrument of autonomy as a means of
internal self-determination - and with the developments towards a
European system of minority protection. It also contains chapters
dealing with the "right to one's homeland" and the political
organisation of ethnic minorities, both subjects being essential
prerequisites for effective minority protection.
