Dear Mr. President, 

TOPIC: DENUNCIATION OF VIOLATION OF MAIL CONFIDENTIALITY
 
Yesterday morning, two members of our organizations (Greek Helsinki Monitor
and Minority Rights Group - Greece) took our incoming mail from the P.O. Box
51393 at the Kifisia Branch of ELTA. They were surprised to see that one
envelop was cut open, in a triangular shape, in one of its corners.

The envelop included correspondence from the similar organization "Committee
for Human Rights in the Republic of Macedonia", was mailed in Skopje on
24/6/1997, and is available to you.

The opened envelop was showed to the Branch supervisor, who agreed with us
about the violation and added, like his colleagues who were at the moment
present, that this violation seemed, by the way it was done, to be the work
of state agencies, which, as one of them said, may have considered "suspect"
the envelope's content. 

You are aware that mail confidentiality is not only a constitutional
guarantee but also a fundamental principle of every democratic regime. We
therefore hope that you will take the appropriate action to ensure the
imposition of the prescribed penalties, lest it be considered that that
action had your approval.

We remain at your disposal for any necessary additional information that may
be required.
