I refer to the message sent by Ms. Larysa Denysenko of the Ukrainian
Legal Foundation on 7 July 1999.
 
Being responsible within the Council of Europe of the implementation
of activities under the Joint Programme between the European
Commission and the Council of Europe "National Minorities in Europe",
I was surprised to read that a project proposal aiming at developing
the education system in Ukraine was to be financed under the
aforementioned programme. I have so far not received any official
proposal from the Ukrainian authorities on this issue and would
welcome any further details. I shall recall that, as a matter of
principle, only State authorities can submit project proposals under
the Joint Programme. It might be also possible that this project is to
be carried out under another Joint Programme between the Council of
Europe and the European Commission.
