Dear colleagues,

I study Ukraine's nationalities policy and have difficulty with
tracing fate of two documents signed by the CIS states.

First, the Agreement on Issues Related to the Restoration of Rights of
Deported Persons, National Minorities and Peoples, signed in October
1992 in Bishkek was ratified in December 1993 by Ukraine and, as I
read in one source, by several other CIS states. Could anybody tell
me, which states and when ratified?

Second, I cannot find any information on ratification of the
Convention on Ensuring the Rights of Persons Belonging to National
Minorities of October 1994. Has any state (Ukraine in particular)
ratified it and if yes, when? Is it now formally in force?

Third, where can I find English texts of these two documents (I mean
on the web or in printed sources)?

I would really appreciate your help.
