New materials on MINELRES website

Dear MINELRES subscribers,

This is just to inform that the following texts have been placed on
the web recently:

- Tolerance Foundation report on Religious Freedom in Bulgaria in 1997
<http://www.riga.lv/minelres/count/bulgaria/relfreed.htm>

- Compliance of the Russian Federation with the Convention on the
Elimination of all Forms of Racial Discrimination. Report by Memorial
Human Rights Center, issued March 1998
<http://www.riga.lv/minelres/count/russia/CERD_mem.htm>

- Individual complaints under Optional Protocol (Art.27 of ICCPR):
Communication No.24/1977, Sandra Lovelace v. Canada - this seems to be
the first famous case related to protection of minority rights within
the UN system
<http://www.riga.lv/minelres/un/cases/24_1977.htm>

And, of course, many new links added, including to 1998 Amnesty
International country reports, websites and directories of HR/minority
NGOs, and others. Welcome! :-)

Boris
