Georgian human rights NGO needs help 


Dear all,
 
We are in difficulty as because of limited time we have a deficit in
funding of our single participant to the conference which is of great
need for us to attend. From 13th - 17th July, 1998 at the University
of Durham, U.K. the International Boundaries Research Unit (IBRU) is
organising the International Conference "Borderlands Under Stress" and
the training workshop Land Boundary Demarcation and
Management (see details below).
 
We could cover almost half of expenses for our single participant, but
due to our limited budget we are lacking the part of needed funds.
Most of funding agencies we know are bureaucratic, as we are very
close to deadline there is an urgent need for us to identify those who
could be quick in decision making and support travel and participation
to conference/training. The amount we are missing is USD 1 640.
 
I hope the MINELRES could assist local NGOs in putting them in touch
with adequate funders. Thank you for cooperation and looking forward

Appeal of Georgian NGO for lacking part of money for participation in
the conference and training

On behalf of the Caucasian Centre for Human Rights and Conflict
Studies (Georgian NGO), I am applying for part of funds which we are
lacking for our participation to the 5th International Conference
"Borderlands Under Stress" and the training workshop Land Boundary
Demarcation and Management. Both events, our representative is invited
to, are organised by the International Boundaries Research Unit (IBRU)
at the University of Durham, U.K. from 13th - 17th July, 1998.

Requested funds: Our organisation could cover almost half of expenses
of our single participant, such the fee for the training workshop and
some other expenses (in total USD 1,500). Unfortunately we can not
afford the fee for the conference participation of USD 800 and travel
expenses: return flight Tbilisi - London of USD 690 and return train
ticket London - Durham of USD 150. Total amount we request is: USD
1,640.

About the conference and workshop: For all the talk of the emergence
of a "borderless world", problems associated with boundaries continue
to be a major source of friction. The conference will examine some of
the key causes of stress in international borderlands and attempt to
provide new and imaginative ideas for effective territorial management
in an age of globalisation. The intensive training workshop (supported
by the United States Institute of Peace) will offer expert instruction
from a world-class team of tutors on the practical aspects of
international boundary delimitation and demarcation issues.

Justification: The unresolved issue of territorial claims in the
former USSR has been inherited by the newly independent states. This
problem may serve to enhance current conflicts and simultaneously
provoke a new source of destabilisation through the Caucasus. In 1996
Georgia reached an agreement with Armenia and Azerbaijan on conducting
border delimitation work. At the same time the Russian Federation took
the initiative in revising Russian - Georgian border. However the
talks have met with increasing difficulties. Although borderlands
issues are on the agenda there is a lack of trained and qualified
local experts, international experience and modern approach to the
problem.

Our organisation is deeply engaged in research and practical work on
the above mentioned issues and related problems, and currently is
developing the large cooperative project on borderlands and conflicts
in the Caucasus. This Conference is a one of the main international
forum where institutions and experts working on borderlands issues
could share their experience and ideas.
 
Expected results of participation to the conference and workshop are:

1. To present the paper on the territorial problems in the Caucasus.

2. To gain more knowledge and new ideas on international boundary
issues and to share experience.

3. To undertake training on practical aspects.

4. To discuss with our partners details of our joint project

5. To establish new working contacts.
 
As we are very close to deadline, I will be deeply grateful for your
careful consideration of this application as soon as possible.
