I do not think that  ONLY  EP is involved in minority issues. Copenhagen 
criteria were probably set up by the Commission and/or presiding country. 
Commissioner of for the relations with the Central and East European 
Countries, Hans van den Broek, at both visits to Slovakia discussed 
minority issues with the Slovak representatives. But clearly the EP seems 
to be the most active body of EU in the sphere of minorities (and the human 
rights and democracy in general).
