Well, I think that the idea was to give some visible symbol to the
integration  of Europe. It would not look credible if each international
organisation which  has as its aim the integration of Europe would have its
own symbol.  How  you can speak about "united Europe" if you cannot unite in
such issue as 
the flag...  :-)
