Dear colleagues, 

I would like to draw your attention to one of interesting materials on the
RFE/RL website, namely, overview of the USA Department of State's reports on
human rights situation in the countries of Central and Eastern Europe at  
http://www.rferl.org/nca/hr/index97.html

Frankly speaking, I got a rather dual impression after having a look at
these materials. It seems that thoroughly elaborated formal approach doesn't
always work properly. Of course, I can judge only about quite few countries
where situation is known well to me, maybe these are exceptions. It would be
interesting to learn your views about the reports.
