FIER: new director appointed


The Board of the Foundation on Inter-Ethnic relations has appointed Ms.
Larisa Gabriel to the post of Director as of 20 May 1997. Ms. Gabriel will
replace Dr. Arie Bloed. 

Ms.Gabriel, a Mexican national, has a Doctor of Jurisprudence (JD) degree
and international law degree from the New York University School of Law. She
has worked for the United Nations High Commissioner for Refugees, the
International Commission of Jurists, The United Nations Centre for Human
Rights and the OSCE Mission in Bosnia and Herzegovina, as well as having
been professor of international law at the American University in Cairo. She
is co-author of the book on Human Rights in Times of Armed Conflict, the
Case of Kuwait. 

The Chairman of the Foundation, Mr. P. van Dijk, writes: "Given Ms.
Gabriel's longstanding academic and practical experience in the field of
international human rights protection, I trust that she will direct the
Foundation's activities in support of the OSCE High Commissioner on National
Minorities professionally and skilfully". 

Moderator's note: the Foundation on Inter-Ethnic relations is a non-
governmental organization established in 1993 to carry out specialized
activities in support of the OSCE High Commissioner on National Minorities.
