Mayor of Gostivar imprisoned: CLRAE mission to Skopje
 
STRASBOURG, 15.06.98 - Jean-Claude FRECON (France, SOC), member of the
Congress of Local and Regional Authorities of Europe (CLRAE) - part of
the 40-nation COUNCIL OF EUROPE -, is visiting "the former Yugoslav
Republic of Macedonia" from 15 to 18 June to meet local and central
government representatives after the imprisonment of Rufi OSMANI,
Mayor of Gostivar, and the conviction of Aladjin DEMIRI, Mayor of
Tetovo. This is Jean-Claude Frecon's second visit to the country. In
November 1997, he presented a first report to the CLRAE on the trials
of the mayors of Gostivar and Tetovo, who belong to the Albanian
minority and had just been convicted of flying the Albanian flag in
their municipalities.
 
Mr Frecon will meet representatives of the Justice Ministry, the
Albanian minority's political parties, the Gostivar and Tetovo local
authorities and the delegation of "the former Yugoslav Republic of
Macedonia" to the CLRAE, which includes Nikola KURKCIEV, Mayor of
Gevgelia and President of the "Macedonian Association of
Municipalities", and Risto PENOV, Mayor of Skopje. He will also meet
representatives of the municipality of Ohrid, where the CLRAE supports
the Local Democracy Agency partnered by Karditsa (Greece), Versoix
(Switzerland), Piran (Slovenia), Stuttgart and Nuremberg (Germany) and
Pendle (United Kingdom).

Jean-Claude Frecon will report on his mission at the CLRAE Bureau's
next meeting on 29 June. He will bring back information on the
situation of mayors belonging to the Albanian minority, the
functioning of local democracy in towns with an Albanian majority and
the regional impact of the Kosovo crisis, on which the CLRAE adopted a
recommendation at its latest plenary session in May 1998.
