Ingermanland Finns To Apply For Cultural Autonomy
 
April 6 - The Estonian Association of Ingermanland Finns is applying
for cultural autonomy. The association, which has nearly 4,000 members
in twelve affiliated societies, is currently drawing up a list of the
Ingermanland Finns in Estonia, said Toivo Kapanen, chairman of the
association. A minority community is required to have at least 3,000
members, who are citizens of Estonia, to apply for cultural autonomy.
 
No ethnic minority has applied for cultural autonomy in Estonia in the
five years since the cultural autonomy law was adopted.
 
Cultural autonomy status entitles a minority to apply for funds
directly from the state budget to promote its activity.
 
Prior to WW II, cultural autonomy status had been granted to the
Jewish, Swedish, German and Russian communities in Estonia.

(From the moderator: As far as I understand, this means that the basic
principles enshrined in the famous Estonian cultural autonomy law of
1925 can be effect again. Why other, numerically bigger minorities
haven't applied for the autonomy status so far? What developments
could be expected? I guess many MINELRES subscribers are curious to
hear comments from our Estonian colleagues.
