1. INTRODUCTION
 
The Forum for Philosophy and Public Policy at Queen's University is
organizing a multi-year, research project on citizenship, democracy
and minority rights in multiethnic states, under the direction of
Prof. Will Kymlicka. As part of this project, the Forum distributes a
quarterly newsletter updating recent developments in the field, of
which this is the thirteenth issue. We hope that it will be of
interest to anyone working in the field, whether in academia, public
service, or various non-governmental organizations.

2. UPCOMING CONFERENCES
 
The Carnegie Council on Ethics and International Affairs and the
University of Wisconsin, Madison,  are co-sponsoring a Faculty
Development Seminar on "International Justice and Democratic
Transitions" at the International Institute, University of Wisconsin,
Madison, Wisconsin, June 3-4, 1999. The seminar will feature
presentations that address the ethical issues surrounding democratic
transitions and the role of the international community.  For further

The Solomon Asch Center for the Study of Ethnopolitical Conflict
(SACSEC) at the University of Pennsylvania is organizing a Summer
Institute on "Psychology and Ethnopolitical Conflict", under the

The recently-established "Ethnobarometer Programme", in partnership
with the Journal of Ethnic and Migration Studies (JEMS), will be

4. NEW JOURNAL
 
Critical Review of International Social and Political Philosophy
(CRISPP) is a new journal edited by Preston King, and published by
Frank Cass Publishers.  It is a transdisciplinary quarterly concerned
with the overlap between theory and practice.  It focuses on major
individual thinkers and theories such us equality, sovereignty,
liberty, multiculturalism, and nationalism, etc.  It covers major
policy issues and sociopolitical-legal processes such as political
democratization, judicial legislation, European Union, social
stratification, etc. The associate editors are Benjamin Barber,
Barbara Goodwin, Peter Jones, Bhikhu Parekh, Alan Ryan, and Barry
Hindess.  The journal currently has a new individual subscriber

5. INTERNET RESOURCES
 
Politeia: Network for Citizenship and Democracy in Europe.  Politeia
is a virtual network whose goal is to promote the social and political
participation of the European citizens.  The network provides a
newsletter whose aim is to exchange information between people working
in the field of citizenship and political education, to provide a
forum for discussing the involvement of citizens in a European
democracy, and to serve as a channel for civic and political educators

Civicus is an international alliance to strengthen citizenship/civil
society around the world.  The web site includes general information
on the purpose of the organization, programs, membership, networking,

CIVNET: International resources for civic education and civil society
- published by CIVITAS, an international non-governmental organization
dedicated to promoting civic education and civil society.  The web
site includes CIVNET's on-line journal, news, links to related pages

MERCATOR is the information network of minority languages of the
European Union. Its website includes background information,
publications, media, bibliography, and events diary.  MERCATOR also
offers thematic databases on european minority language education,
legislation and media.  In addition to a bibliography of minority
languages, there are overviews of territorial minority languages in
the European Union, overviews of the media of these languages, and
links to related pages and newsgroups.  The site also includes an
event diary which gives information on seminars, symposiums,
conferences and festivals relating to regional/minority languages.

The Minority Rights Group (MRG) has updated its website. MRG is an
international non-governmental organization based in London which
promotes the rights of ethnic, linguistic and religious minorities. 
MRG's main activities involve researching and publishing reports and
other information about minorities around the world, advocating the
rights of minorities, educating children and teachers on minority
issues, working with organizations and activists to discuss ideas,
develop skills and further minority rights worldwide. Visit the

6. RELATED PROJECTS
 
The Ethnobarometer Programme (EP) is a monitoring and reporting system
of the state of ethnic relations in Western and Eastern Europe, which
started with twelve initial countries in 1998.  The programme's aim is
to provide independent and research-based reports on levels of racism,
xenophobia, and ethnic conflict in selected countries of Central,
Eastern and Western Europe.  The programme monitors events, highlights
areas of tension, and identifies relevant topics for further
research.  Its focus encompasses both territorial minorities and
communities of recent migrant origin.  EP is coordinated by Alessandro
Silj (Italian Social Science Council) and Malcolm Cross (Centre for
European Migration and Ethnic Studies, CEMES). The scope of ethnic
claims range from a quest for entry into the polity (e.g. demands for
legal residence rights) to that of exit from it (e.g. demands for
secession) by way of equity within it (i.e. cultural pluralism). 
Entry and exit are the two poles of a continuum. Generally, the
demands of ethno-territorial communities move from equity to exit,
whereas the demands of immigrant communities move from entry to
equity. The Ethnobarometer Programme monitors and evaluates both
Eastern and Western Countries that involve both forms of cultural

is an interdisciplinary and interdepartmental research institute of
the University of Osnabr�ck.  It is concerned with social aspects and
problems arising from mobility and cross-cultural encounters.  Their
