2. THE GEORGIAN AUTHORITIES BEGAN TO MONITOR MIGRATION

The Law on Inspection of Migrants passed by the parliament last year
has come into force. On April 4 all the border checkpoints of the
country began to implement the immigration control which aims, first
of all, to set up an emigration/immigration data bank.

3. THIS TIME GEORGIA'S POSITION IS FLAT

The CIS collective security treaty expired on May 2. Georgia refused
to prolong its participation in the treaty claiming that it has proved
inefficient for conflict resolutions.

4. GEORGIAN FISHERS TO BE TRIED IN SUKHUMI

The crew of the Georgian fishing vessel "Alioni" arrested not long ago
by the Abkhaz will soon be tried in Sukhumi. The captain and navigator
are indicted of trespassing the border, while the others of illegal
fishing.

2. ABKHAZ GUNMEN SLEW AN OLD WOMAN

Nora Esakia, a 71-year old resident of the village of Nabakevi, Gali
district, was killed by Abkhaz gunmen outside her own house on May 4.
The incident occurred near a checkpoint of the Russian Peacekeeping
Force. The gunmen managed to hide. The Gali district procurator's
office (Abkhaz administration) is investigating 
the case.

3. THE MINISTRY OF DEFENCE OF GEORGIA IS FULL OF RUSSIAN AGENTS

According to Goga Gogashvili, the head of the M.o.D. Military
Inspectorate, some M.o.D. generals look as if they follow instructions
of the Russian secret services. He blames the numerous financial
violations recently revealed in the ministry on their deliberate
actions. In his words, some external forces obviously aim against the
reformist cadre of the ministry led by Minister David Tevzadze.

1. THE ABKHAZ STRENGTHENING POSITIONS IN THE GALI DISTRICT

50 more Abkhaz gunmen (mostly Armenians, but also some Abkhaz and
North Caucasians) have been deployed in the village of Nabakevi, Gali
district of Abkhazia. Sukhumi is strengthening its positions in the
district, as, according to the resolution of the last CIS summit,
Russian peacekeepers may be withdrawn from the region unless the
conflicting parties come to terms (on the repatriation of refugees to
the Gali district) within a month.

2. FOUR MORE GEORGIANS ARRESTED

Four Georgian citizens - brothers Mamuka and Manuchar Darsania, Omar
Gvagvelia and Raul Badzagua - were arrested by Abkhazians the other
day. One of them, Mamuka Darsania charged with guerrilla activities,
was allegedly tortured. All the four are in Sukhumi Isolation Ward.

1. GREECE READY TO TAKE PART IN PEACEKEEPING IN ABKHAZIA

While on a state visit to Georgia, President Konstantinos
Stephanopoulos of Greece said his country might take part in
peacekeeping in Abkhazia, provided there was a respective decision of
an international body.

1. A STATEMENT OF THE GEORGIAN PARLIAMENT

The Georgian parliament makes a statement claiming today's
parliamentary elections in South Ossetia 
to be illegal: no elections may be legal until repatriation of the
IDPs and complete settlement of the conflict. Such elections are
violating the Constitution of Georgia, international law and basic
human rights, the statement goes.

2. NEWS OF THE DAY

Unidentified gunmen fired at a bus with some personnel of the Enguri
Hydroelectric Power Plant near the village of Saberio, Gali district
of Abkhazia, on May 12, wounding two people. It is the first-ever
attack against the personnel of the plant since the beginning of the
conflict in Abkhazia.

2. FOUR GEORGIANS KILLED IN ZEMO BARGEBI

Unidentified gunmen killed Kakha Basiladze, 21, Patula Butbaia, 65,
Niala Butbaia and Lasha Sandzia in the village of Zemo Bargebi , Gali
district of Abkhazia, on May 11, the headquarters of the Georgian
military observers in Abkhazia reports.

The Georgian parliament ratified the Convention "On Protection of
Basic Human Rights and Freedoms" of the Council of Europe.

3. COMMUNISTS WINNING THE ELECTIONS OF OSSETIAN SEPARATISTS

According to preliminary information, Communists won 38% of the votes
in the May 13 parliamentary elections in South Ossetia; the movement
"Fidibisti" - 13.2%; "Stir Nikhas" (Great Council) - 9.1%; and "Youth
Union" - 6.7%. Two out of the four majoritarian deputies are
Communists. The second round of majoritarian elections will take place
in 14 out of the 18 constituencies on May 26. Kosta Dzugayev, the
former chairman of the South Ossetian parliament, lost the elections.

An underground Abkhaz organisation "Amtsabza" has distributed leaflets

political regime.

1. THE SEPARATISTS GETTING READY FOR A WAR?

According to Vladimir Mikamba, defence minister of Abkhazia, the
Abkhaz armed forces are going launch a military exercise in the
Ochamchire district at the end of May. Sukhumi feels, however, too shy
to inform officially the Command of the Russian Peacekeeping Force
about its intention. Nikolay Rusak, political advisor of the
commander-in-chief of the RPF, considers such exercises unacceptable,
as in accordance with the Moscow 1994 agreement most of the district
is a limited-armaments zone.

3. BAKU CLAIMS THAT THE ARMENIAN "TYPHOON" THREATENS THE PIPELINE

According to Azerbaijanian State Advisor Vafa Gulu-zadeh, Armenia has
purchased with Russian assistance eight missile systems "Typhoon" in
China, which breaks the balance of forces in the region and threatens
the Baku-Supsa oil pipeline. George Tchanturia, the president of the
Georgian International Oil Corporation, confirms that Armenia really
got such systems but he cannot say whether they are aimed at the
pipeline. And Erevan says they are not.
