Cultural Center of Lezgins "Samur" is a typical GONGO (governmental
"NGO") established mainly for demonstration of absense of any problems
between Lezgins and Azeris. They are fully loyal, and never asked even
for the additional textbooks in Lezgin for the primary schools. The
information that they became so bold that demand to establish any kind
of authonomy for Lezgin population is the open misinformation. After
Karabakhi events, some people in Azerbaijan prefer to demonstrate some
super-vigilance, considering a quite loyal work on minority rights as
the conspiracy against the state.

As for other, separatist organization, Sadval (Unity), its last
terrorist action in Azerbaijan was dated by Summer 1994. In 1996, the
demand of unified state "Lezgistan" was officially removed from the
agenda under the pressure of Azerbaijani (more moderate) wing of the
organization.

(I guess that Chechenian sample has showed to the Sadval leaders how
utopic were their ideas about the independing Lezgistan as a subject
of Russian Federation.)

In fact, after the cease-fire in Karabakh, end of forced mass drafts
to the Azerbaijani army, disclosure of Sadval's cooperation with
Armenian secret services, Chechenian events, the separatism in
Lezgin-populated regions lost a ground.

So, the quoted news agency must seriosly update its database on Lezgin
organizations.

What is really dangerous, it's a recent split between the moderate and
radical members of Sadval and perspective of restoration of control of
the organization by the old radical leaders.
