 I. INTRODUCTION

The aim of the European Summer School is to provide its participants
with an extensive understanding of the immigration and asylum policy
of the European Union (EU). The programme is organised by the
"Academic Network of Legal Studies on Immigration and Asylum in
Europe", which is financed by the Odysseus Programme of the European
Commission and co-ordinated by the Universit� Libre de Bruxelles. The
course provides both the opportunity to live in a unique European
environment, since Brussels hosts numerous European and international
organisations and their research facilities, and to take part in an
intellectually stimulating experience together with approximately 40
participants from all over Europe. The classes are conducted by
academics from the universities co-operating in the Network which is
represented in each of the fifteen member states of the European
Union, in collaboration with high ranking officials from international
organisations, particularly the European Commission. Class numbers
will be limited to ensure that each participant receives personal
attention from the instructors. Each class is given both in French and
in English. Participation in the programme is rewarded with a
certificate of attendance.


 II. PROGRAMME

CORE PROGRAMME 
Week one 

Introduction to European Union Law and Policy in the field of
Immigration and Asylum

 OPTIONAL PROGRAMME 
Week two 

During week two the participants are invited to choose between two
options, specialising in either Asylum or Immigration. Participants
will be allowed to attend the occasional class from a different
option, should they so wish. Interested parties could equally choose
to follow one of the options proposed by the summer school "The
External Relations of the European Union" which will be taking place
simultaneously, under the aegis of the Universit� Libre de Bruxelles
and the Michigan State University. More information regarding this
possibility will be sent on request.

 III. VISITS TO EUROPEAN AND INTERNATIONAL ORGANISATIONS 

In addition to lectures, the programme includes study-trips to the
European Commission, European Parliament or European Council of
Ministers and international organizations like UNHCR as well as the
Belgian Government. Participants will therefore have the opportunity
to meet high ranking European and international officials. They will
have the chance to familiarize themselves with the mechanics of the
Presidency of the European Union, which will conveniently be held by
Belgium during the second half of 2001. The programme will also
explore the European Union's "scoreboard" for immigration and asylum.
A meeting with Mr. Antonio Vitorino, the European Commissioner for
Justice and Internal Affairs, is also intended to feature on the
programme.


IV. TEACHING ORIENTATION 

The classes offer both theoretical and practical elements, as well as
tackling the most recent developments in the field. The latest
preparatory work by the European Commission and legislative projects
from the Council and Parliament are integrated into the teaching,
thanks in particular to the participation of European high ranking
officials as lecturers at the summer school. Each participant will
receive a large pack of up-to-date literature on the subjects.

 VI. LANGUAGES 

Applicants must be fluent in either English or French. The classes
will be taught separately in English and in French, so that each of
the participants may follow the programme in either of these two
languages, in accordance with the choice originally indicated. Each
class will therefore be given once in French and once in English,
either simultaneously by two different teachers or in succession by
the same teacher.


VII. FACILITIES 

The participants will have access to the various university facilities
(libraries, cafeterias, computer rooms, medical and sports facilities,
etc.). Those participants requiring accommodation during their stay in
Brussels should state so on their application form in order to receive
information on the possible options (private accommodation or halls of
residence).


VIII. CERTIFICATE 

Participants who have followed the programme assiduously throughout
the two weeks will receive a certificate of attendance specifying each
of the courses followed. The programme will not demand any written
work or exams, but some readings will be recommended.

Schedule 

The first week is filled by the Core Programme of 16 hours of
lectures, held from Tuesday to Friday. During the second week the
participants will attend 16 hours of lectures on their chosen option
(immigration or asylum) between Monday and Friday. Each option
comprises 4 hours of lectures or practical exercises daily, presented
in modules of 2 hours. Participants will be allowed to attend the
occasional class from a different option, should they so wish. In
order to enable those in full-time employment to attend the classes,
these will be held each day between 4.30 and 8.30 p.m.

 X. ADMISSIONS

Admission Requirements 

Applicants must either have completed a University degree in Law,
Political Science or International Relations (graduates of other
disciplines, for example sociology, will also be considered depending
on the exact content of the courses they have followed) or have
professional experience in a relevant field, for example as a civil
servant, lawyer, magistrate or NGO-assistant,� Students about to begin
their final year of study will also be eligible. In order to follow
the legal technicalities of the course, these applicants must have
covered some Law during their studies. Interested parties should
either contact the Network's secretary or fill in the application form
available on the Internet (addresses can be found on the back page).
Should the Network be overwhelmed with applications, the forms will be
submitted to the respective Network member for the country of origin
of each candidate, who will assist in a selection based on merit. 

Transcript 

Selected applicants will have to submit, as appropriate, either a
transcript of their most recent University results, or a copy of their
degree certificate, before the start of the Summer School programme.

 XI. FEES 

Fees

The tuition fees for the program are 400 � (16,136 BEF) for students
and 600 � (24,204 BEF) for those in full-time employment. This sum
covers the classes, the document pack, the visits and receptions, but
excludes food and accommodation. Interested parties who feel they
would experience real difficulties in raising these fees are invited
to contact the Network's secretary. The closing date for applications
has been fixed for 1st June 2001. Interested parties are strongly
advised to submit their applications as soon as possible in view of
the limited number of places. Late applications will be satisfied as
far as possible, depending on the number of places left on the course
and the availability of accommodation.

Payment 

Participants can arrange preferably a bank transfer to account number
035-3477205-87 of the Fortis Bank, Solbosch Branch, Avenue Heger, 1050
Brussels, Belgium, swift code GEBABEBB with reference "2001 Summer
School" and their name clearly indicated or send a crossed Eurocheque
or an international money order (postal order) made payable to
"Odysseus Academic Network - 2001 Summer School". Proof of payment
must be produced at the latest on arrival in Brussels on 1st July. In
exceptional cases payment in cash on arrival in Brussels on 1st July
will be admissable.
