Kosovo Refugee House by The Threshold Foundation
 
The Trustee of the Threshold Foundation, Dr Burkhard Luber, visited
the town of Shkoder (40 miles from the border to Kosovo) early May to
mastermind the details for a refugee house together with the
Threhold´s local partner "Intelektualet e Rinj - Shprese".
 
With own budget assets and many private donations the Treshold funds
the purchase of house by "Intelektualet e Rinj - Shprese" to host
twenty refugees from Kosovo who will be taken care of by this
organization.
 
This is only a modest contribution in the large crisis in this region.
But facing the grim conditions of the refugees, Dr Luber is convinced
after his journey, that such an initiative does nevertheless makes
sense in order to protect the refugees in this house against ran, mud,
bad health conditions, the cold and soon even worse things like
cholera etc.
 
In addition such a home - especially with its personal care-taking by
the persons from "Intelektualet e Rinj - Shprese" - offers a much more
personal atmosphere for the persons living there than the necessarily
anonymous and tough organized large refugee camps.
 
Finally such a house will be perceived by the local Albanian
population as a sign of international solidarity in the present crisis
of Albania.
 
"Intelektualet e Rinj - Shprese" is a small NGO in Shkoder with 200
members, which works for five years now in the field of human rights
promotion in this region. Its aims are equal rights for men and women
and the decrease of violence against women and children. With its
educational work it also gives a contribution against the blood feud,
still present in this region. Since spring 1999 it publishes a local
refugees´ magazine with Threshold support. After a training seminar by
Dr Luber in autumn 1998 in Shkoder a cooperation between
"Intelektualet e Rinj - Shprese" and the Threshold started which now
focuses on this refugee house.
 
The Threshold is non-profit charity started in 1979 with a special
focus in renovation, refugee and human rights promotion projects in
countries of former Yugoslavia.
 
Burkhard Luber has graduated with a Ph.D. in peace research who
regularly travels to the local project partners of the Threshold
Foundation in Ex-Yugoslavia. He also executes Training Courses for
NGOs in Southern-Eastern Europe.
