Dear Boris and Antti,
 
I am very pleased to see on MINELRES information about the Framework
Convention. I remember that somebody mentioned several months ago that
in Helsinki will be organized a conference on the
implementation/monitoring mechanisms. Antti, do you know something
more about it? Is the Council of Europe involved in organizing such a
conference?

I agree with Boris that NGOs would be more than interested to learn
more about it and - to speak only for myself, I would simply love to
have a chance to understand in detail how the monitoring mechanism
will be organized ... 
 
Please see below a Memorandum of the Sub-Committee on Human Rights on
the composition and procedures of the Advisory Committee. It is a
little bit old - 2 April 96 - but I guess that is still good as a
background material (Antti, please correct me if I am wrong). There is
another memorandum, issued by the same sub-commitee in May 1996 which
I will send in the next message. The present memorandum, written by
the Director of the Minority Rights Group was used as a basis for
discussion at the Sub-Commitee meeting in April 1996 and subsequently
for a draft report of the Sub-Committee on Human Rights.
 
PS. Boris, would you be so kind to send me the resolution 97?
