Framework Convention and Monitoring


Dear Boris,

Back in February, you were wondering about the monitoring mechanism
for the framework Convention.  I only recently joined your list, so
please excuse the delay in responding.

Please find attached information about the monitoring arrangements. 
The Advisory Committee, which together with the Committee of Ministers
will monitor the implementation of the framework Convention, is
currently being set up, and the first 10 members have recenly been
elected.  The first state reports are due on February 1999.

(From the moderator: Many thanks, Antti! I believe the problem of how
to make practical use of the Framework Convention is of great
importance for many NGOs in the region. The full text of the forwarded
Resolution (97) 10 -  Rules adopted by the Committee of ministers on
the monitoring arrangements under Articles 24 to 26 of the framework
Convention for the Protection of National Minorities, adopted by the
Committee of Ministers on 17 September 1997 at the 601st meeting of
the Ministers' Deputies (provisional version) will be placed on the
MINELRES web very soon. Those subscribers who need the text urgently
can receive it via email by request (11 Kb in plain text).
