Internet-Forum
Fundamental Rights and Democracy in Europe

The Brussels office of the Heinrich Böll Foundation is planning to
establish a public forum of debate on the challenges of institutional
reform of the European Union and especially on the process of drafting
the European Charter of Fundamental Rights.

This forum which will be based on the website of the Heinrich Böll
Foundation shall
· contribute to the broadening and the Europeanising of the public and
civil debate on questions related to European fundamental rights,
civil rights and a European constitution
· support the invitation of the Convention of Fundamental Rights to
encourage a larger part of civil society to participate in the process
of elaborating the Charter
· provide updated information on the current political debates and
developments in the context of the Convention on Fundamental Rights
and the IGC
· promote the idea and vision of (further) European integration and
democracy.

The Forum will
· be guided, i.e. contributions to the discussion will be focussed and
regularly summarised in order to communicate them to the members of
the Convention and politicians concerned
· be held in German, English and French
· provide easy access to relevant and interesting documents, by making
them either directly available or by referring to the respective
websites of the European Institutions (especially those of the
Convention itself and the European Parliament), scientific
institutions and NGOs which are themselves actively involved in these
discussions
· offer the opportunity to chat directly with personalities and
representatives from the political field (national parliaments and
governments, European Institutions), associations or NGOs.

The Internet Forum shall start on the 8th of May 2000 and may be found
under the following address: www.boell.de/europe. It will officially
end with the European Summit in Nice in December 2000.
