Problems of Oralmans (ethnic Kazakhs - repatriates) become more and
more acute

Still urgent are the problems of oralmans (Kazakhs that returned to
the homeland). Besides hardships of economic and social are the
problems of juridical one. Many of them cannot receive citizenship in
their historical land. So, Islam Tleumet, who lives in the village
Kyrkudyk, Aknel district cannot receive citizenship during five years.
As they say, many of oralmans would like to form citizenship but they
even have not idea of the procedure of this action. They are ignorant
of what organs to apply, what documents are required for that. And
those who made attempts to get some information, faces with
misunderstanding and indifference on the part of officials, as a
result, lose all hopes. For example, in Ermentau district, Akmola
oblast, in 1999 out of 44 families only 16 received citizenship. Main
part of oralmans do not have jobs, the situation worsens when taking
into consideration that their families are very big. It so happens
that Kazakhstan powers having invited these people to return to their
homeland left them not having adapted to these conditions, quite
ignorant of the situation, without any support and attention.

Conflict on Religious Grounds

In Shimkent (Southern Kazakhstan) a conflict is growing between the
supporters of the religious union "Ordabasy" headed by sheikh Abdulla
Kazhy Zholdas and the advocates of Chief Muftii of Kazakhstan Ratbek
Kazhyuly. The conflict began becouse of the Ordabasy square to the
Kazakhstan Muslim Mosque Management. Before that the mosque built in
1977 by Abdulkhamid Khattni of Saudi Arabia belonged to oblast akimat.
It should be said that it is one of the most visited mosque in
Shimkent. On Fridays up to 2 thousand people come there to pray.

Then Khattani did not want his mosque to be obtained by Ratbek
Kazhyuly and entrusted it to akimat.
Former leaders of oblast did not want to give the mosque to the mosque
management office. The new akim Saparbaev gave in the pressure from
Almaty and signed the documents concerning assignation of the mosque.
Simultaneously Ratbek Kazhyuly discharged disobedient Abdulla-Kazhy
and appoints 27 year-old Kerimbekov the oblast imam. The community
does not agree with the mufti's decision and does not recognize the
advocate of Ratbek as imam of the oblast and expels him from the
mosque.

Insulted, Kerimbekov claims to the police and akimat. Muftii of
Kazakhstan sends his barrister to Shimkent who demands to free the
mosque till the 12th of April. But the community rejects this demand.
The believers demand to break the contract on the mosque and return it
to the community. The community also considers that it is high time to
give up the practice of appointing imams.

The teams should be elected by members of the community. These demands
were sounded when picketing the akimat. These demands were supported
by Khattani who had sent a letter to the akimat.
The community applied for the mass-meeting and demonstration under the
slogan of resignation of Muftii of Kazakhstan Ratbek Kazhyuly. It is
evident, that these demands will be supported by other mosques of the
city.
